[ Impact ]
The ICU data we embed in tzdata was out of sync with the 2025b SRUs (bug
#2104284) because they were not released back then. We need to do
another round of SRUs.
[ Test Plan ]
Test cases were added to the autopkgtest to cover the testing:
* python-icu: test_2025b
So the test plan is to check that the autopkgtest succeeds.

* The oracular autopkgtest needs to use exchange-calendars/4.5.5-2ubuntu0.1
