Hello, please consider removing matrix-synapse from plucky before
release. FTBFS on all but riscv64:

This is causing the Ubuntu Security Team some troubles and it'd just be
easier to let this package back in when we can support it. (Can we block
imports from Debian until it rebuilds?)
