Public bug reported:

After switching from lightdm (which sources /etc/profile) to gdm, gdb
stopped offering debuginfod. Workarounds are SSH, TTY, and a manual
`export DEBUGINFOD_URLS="https://debuginfod.ubuntu.com"`.
