We usually expect some analysis of reverse-dependencies when asking to
remove a package, see

https://wiki.ubuntu.com/UbuntuDevelopment/PackageArchive#Removing_Packages

and, for a good example:

https://bugs.launchpad.net/ubuntu/+source/forge/+bug/2103356

In this case, I would have expected something like this:

❯ reverse-depends src:openjdk-23

❯ reverse-depends -a source src:openjdk-23
Reverse-Build-Depends
=====================
* openjdk-23                    (for openjdk-23-jdk-headless)
* openjdk-24                    (for openjdk-23-jdk-headless)

The openjdk-24 build-dependency is of the form openjdk-23-jdk-headless |
openjdk-24-jdk-headless so can be disregarded.
