If your lsusb profile has flags=(complain) as you indicated above then there was
a local change. That profile did not ship in complain mode. The local change, is
any change to the file. It does not have to be done by you in an editor. Using
aa-complain will cause the flags=(complain) change and that would explain the
.save file.
