Public bug reported:

I upgraded my system from kubuntu 24.10 to plucky beta. The process went
smooth until the step "Searching for obsolote software. This took like
2h on my devent developer machine (100% CPU from a python process called
"plucky").

After that, it says that it will

"418 packages are going to be removed. 1 new package is going to be 
installed."

It went through, I rebooted and after that, all plasma packages were
missing. I had to reinstall the kubuntu-desktop metapackage. Other
packages that I installed manually where there.

I tried this 2 times already, same result. I have a log file of the dist
upgrade if it helps (16MB of logs).
