Public bug reported:

Since Spring (Austral) 2024 Paraguay defined that its timezone will be
GMT-3 all the year, no more PYST.

Now all the clocks in ubuntu (desktop, servers) are wrong for
America/Asuncion timezone.

So I think we need to update with the latest tzdata, 2025b as per
https://www.iana.org/time-zones
