I had this issue as well. I made sure to download the latest repo tool and some other sanity checks. But the root cause was my corporation's setup scripts I ran years ago had created a .gitconfig override (via insteadOf directive) for the repo tools address! Took me like an hour to figure out. Works if I remove it. Remember to check your global .gitconfig
