No, the rationale in that bug certainly doesn't apply here. That package
doesn't appear to be related to ROS!

Looking at the changelog, I'm guessing that it's FTBFS in the release
pocket, and has been ever since the ROS ecosystem has been removed from
Ubuntu.

Now, either we remove the package entirely or we bring back catkin in
the archive. Removing the package would mean removing opencpn along (no
further rdeps), or the catkin thing. I'm pulling in Mirko (OP of the
previous bug) to see if they see any issue with the latter approach.
