This bug can be reproduced simply running:

$ sudo update-initramfs -u -k all
update-initramfs: Generating /boot/initrd.img-6.14.0-10-generic
Using config file '/etc/zipl.conf'
Building bootmap in '/boot'
Adding IPL section 'ubuntu' (default)
Preparing boot device for CCW- and LD-IPL: dasda (271d).
Done.
$ sudo reboot

on a new Plucky installation, without installing any additional kernel.
Before update-initramfs the system reboots correctly, after the update it 
breaks.

Running:

$ lsinitramfs /boot/initrd.img-6.14.0-10-generic

before and after update-initramfs reveals that the following files are
missing after the update:

etc/udev/rules.d
etc/udev/rules.d/41-cio-ignore-root.rules
etc/udev/rules.d/41-dasd-eckd-0.0.271d.rules
