There is no official 'wine-devel'package in the noble release of Ubuntu.
The package names and version numbers imply that you are using packages
obtained directly from the Wine project to whom you should direct
support requests. There is no bug here for the Ubuntu project to fix.
You may also have duplicate entries in your '/etc/apt/sources.list.d/'
directory.
