Do I understand this correctly? You were running a bare `apt dist- upgrade`. It produced the result:

The solver dumper is a bit buggy and will mix its own actions with the ones requested on the command-line, so I can't quite tell right now. A bare dist-upgrade without any arguments produces the same result when running the solvers on the generated dump (with the Install line removed; which means no arguments to apt dist-upgrade).
