I'm experiencing the exact same issue trying to create an active-backup bond through Network Manager. Whether I use the GUI or nmcli, I cannot set the primary interface, and the following shows up in the journal: Feb 25 18:23:50 Mint generate[20008]: Permissions for /etc/netplan/1-network-manager-all.yaml are too open.
