Public bug reported:

Console log:
$ localectl set-keymap de
Failed to set keymap: Keymap de is not installed.

$ localectl list-keymaps
Failed to read list of keymaps: No such file or directory

This is not a duplicate of https://bugs.launchpad.net/bugs/2030788 which
is about the X11 keymap instead of the console keymap.
