For the bad case, they're running an old kernel with new firmware.
Theoretically it could be a kernel issue.

1. Please ask them to test the latest kernel with the latest firmware.

2. Given this is the 6.8 HWE kernel and Noble has newer firmware, the next step 
is to test the firmware from Noble. Please ask them to:
  - Backup /lib/firmware/mediatek/BT_RAM_CODE_MT7922_1_1_hdr.bin.zst
  - Download [1] and compress it: zstd -19 BT_RAM_CODE_MT7922_1_1_hdr.bin
  - Copy the new firmware: cp BT_RAM_CODE_MT7922_1_1_hdr.bin.zst 
/lib/firmware/mediatek/
  - Reboot
  - Verify that the log shows: Bluetooth: hci0: HW/SW Version: 0x008a008a, 
Build Time: 20240219103618
  - Rerun the test
  - Restore the backed up firmware
