I cannot seem to reproduce this issue on Plucky anymore. It is now using pandoc 3.1.11 and Netplan make use of the "dh_installman" debhelper tool for additional checks (https://salsa.debian.org/debian/netplan.io/-/commit/09cffbce91a32ea232857550b5eca3628748a261).
