rootfs/+merge/480649 should fix the server and mini-iso builds (is
anything else broken? not sure!).
The changes to these builds are actual an improvement to the build
process even without this change requiring them, but I guess the fact
that mkinitramfs now requires /sys be mounted *may* cause other build
systems to fail. So I'll leave this open as a Low priority bug for
initramfs-tools for now.
