@hectorcao: Did you have a look into the artifacts of this test run? There should be several log files (of privoxy and of the test results), that should give an hint, what happened and why the tests return 503 instead of 403.
Did you make sure, that the test server has internet access (this test has "Restrictions: needs-internet")? Sorry, I didn't find a link to the CI results of Ubuntu to check this myself...
