Thanks for the explanation. EusLisp/jskeus was originally developed
independently of the ROS system, as it was born around the mid-80s.

However, we did not provide a binary release until we joined the PR2/ROS
project. We only provide Makefile and instructions to build from source
tree. To have better integration with ROS client for EusLisp
language(roseus), we decided to use catkin/rosbuild platform to provide
EusLisp/jskeus at that moment. Again, this is only for roseus users, and
for original EusLisp/jskeus users, they do not need ROS/catkin/colcon
systems. So there is no package.xml file in the upstream repositories
(https://github.com/euslisp/EusLisp, https://github.com/euslisp/jskeus).

Once we have released EusLisp/jskeus in the Debian/Ubuntu system, we
will no longer need to use colcon/catkin anymore. We're currently
working on an EusLisp client library for ROS2, but it is built on top of
Debian/Ubuntu EusLisp, not ros-XXX-euslisp.
