Public bug reported:

My c++ code that calls std::chrono::locate_zone("America/New_York")
throws a runtime error: "cannot locate zone: America/New_York"

This code worked on my Ubuntu machine until the recent update. It also
works on other OS's such as Fedora.

I didn't realize this was an Ubuntu bug initially. The full problem
description is mentioned in my SO thread:
https://stackoverflow.com/questions/79400659/stdchronotzdb-cannot-
locate-zone-america-new-york

A responder noticed that Move-UNIX-System-V-zones-back-from-backzone-to-
backwards.patch has some aliases removed.
