  plasma-distro-release-notifier's distro-preview-upgrade is unable to
  popup a test notification, indicating that the notifier is broken. This
  will almost certainly mean that people will not be able to upgrade from
  Kubuntu 24.10 to Kubuntu 25.04.
  
  This SRU fixes the issue by porting the release notifier from Plucky to
  Oracular. This sounds rather drastic, but significant changes were
  needed to port the notifier to Plasma 6, and the new notifier seems to
  work on Oracular just fine. The new notifier appears to just be a port
  of the old notifier to Qt 6, so it's unlikely a more minimal patch will
  be possible.
  
  [ Test Plan ]
  
  1: Install Kubuntu 24.10.
  2: Download the source package for plasma-distro-release-notifier.
  3: Navigate to src/preview and run ./distro-preview-upgrade.
  4: Verify that you see the error: `./distro-preview-upgrade: 7: exec: qdbus: 
not found`
  5: Install the updated plasma-distro-release-notifier package from proposed 
(once the package is accepted).
  6: Reboot.
  7: Download the source package for the updated plasma-distro-release-notifier.
  8: Verify that an upgrade notification pops up.
  9: Verify you can upgrade to Plucky using the notification.
  
  [ Where things could go wrong ]
  
  Worst case scenario, the release popup won't appear as it should. This
  is exactly the situation we're in now, so it won't be a regression from
  the current state if that occurs.
