OK. I'm getting somewhere and starting to get a pretty picture of what is likely transpiring! My xhci_hcd fail on this bug is occurring on my second bus. Since this 5GB USB tech is likely new, likely seeing a bug with with either the BIOS/EFI initialization of the on-board motherboard USB 5GB PCI device, or a kernel driver bug with initialization of the on-board motherboard USB 5GB PCI device. I'm more less guessing, the bug is Linux kernel driver related, as I'm not seeing significant similar delays with Windows 11.
