I poked Guillem about this and this bug report seems to be the same issue, https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1092051 which suggests that the actual regression is in make (something about make's starting of subprocesses in $(shell ...) now being a lot slower)
