Another workaround for ubuntu-settings package would be to mark the /lib/netplan/00-network-manager-all.yaml file as a "conffile", e.g. in debian/ubuntu-settings.conffiles
This way modifications would be ignored by debsums. But it might have side-effects of asking the user on upgrade to accept/reject the changes to that file (instead of just overriding it with the packaged version).
