This was solved in Debian, but solved by admitting it is unused and mostly dysfunctional [1]. Due to that the related bug to this was also closed [2].
It is sad to see, but that is just a representation that priority- and demand-wise this isn't at the top anywhere for anyone. And while a volunteer might still be fixing this in active releases including it one day it should be removed from 25.04 Plucky as well :-/ Furthermore this isn't a package with an upstream that we could tap on, Debian was the upstream for this - and being removed there it won't change. In regard to alternatives (not 100%, but quite close) which is more actively used and under continuous development -> apt-cacher-ng is what you'd want to look at for most cases.
