After the upgrade of the policykit (new version 0.6-1ubuntu4), this problem 
still occurs.
Opening the network manager via the applet asks for the administrative password 
and the unlock button is greyed out.
Running gksudo network-admin in a terminal window gives the same behavior.
Only running network-admin without gksudo gives the expected behavior: the 
unlock button is enabled and pressing it asks for the user password.
So it seems like the applet is still using gksudo to open the network-admin.
