gtk4 4.17 includes a behavior change that breaks some apps. See
https://gitlab.gnome.org/GNOME/gtk/-/merge_requests/7836

An autopkgtest revealed that picplanner is broken by this change. I have
reported issue upstream: https://gitlab.com/Zwarf/picplanner/-/issues/15

I recommend that we remove picplanner so that its autopkgtest failure
doesn't delay GTK 4.17 from reaching plucky release since we want as
much testing as possible of this new version. picplanner will need code
changes to work with GTK 4.17 so it will autosync back in Ubuntu once
it's fixed in Debian.
