Public bug reported:
Ubuntu's default version of ruby is 3.3; therefore, there is no need to
have ruby3.1 in Ubuntu. It was removed for oracular and was autosynced
for plucky.
Please remove ruby3.1 from plucky-proposed and add it to the sync
blocklist.
