I'm using Ubuntu 24.04 with Full Disk Encryption and TPM, running the Snap kernel: pc-kernel 6.8.0-48.48.
When I connect an external display via HDMI to my laptop, the entire system locks up for approximately 30 seconds, and the external display is never detected. However, if I boot the machine with the external HDMI display already connected, there are no issues, then the display works as expected.
