Ironic is moving forward with using the PPA-based version of this package as it's preferable to having broken CI. Please reach out -- I'm JayF on Libera and OFTC -- if there's anything I can do to help get this processed as an SRU; but afaict a tight reproduction case is impossible. We tried off-and-on for weeks to create one to demonstrate the failure before there was a patch in dnsmasq. I can confirm, as mentioned above, that the CI jobs which were failing with significant frequency are not exhibiting the bug anymore.
