This is a suggestion : 
 During the installation of Ubuntu Server, before the "proxy/mandatory" window, 
the installer should ask for the availability of an "Apt-Proxy".

Explanation :
 My linux boxes does not have direct access to Internet but I've got an 
Apt-Proxy running. At the moment, the Ubuntu repository check process fails 
during the install and this make the sources.list quite empty. Ask for a "Are 
you running an apt-proxy ?  Yes/No" and generate the sources.list according to 
the answer could be a great improvement ;)
