Public bug reported:

Users may have removed entries in this directory in one way or
another(e.g. Migrating a system using Rsync but excluding the entire
/snap directory hierarchy), we should have a way to repair these files
either manually or automatically.

## Workarounds

I have implemented a script to fix this problem(by force reinstalling all 
installed snaps):
