You are right, the package unixodbc-dev installs the symbolic link /usr/lib/x86_64-linux-gnu/libodbccr.so -> libodbccr.so.2.0.0
This means to me that the php8.1-odbc package has a missing dependency on unixodbc-dev. So I will report a corresponding bug there. So this report can be closed.
