I remember trying to inspect /var/log/syslog, but I probably felt
discouraged when I saw that the messages about the VPN connection could
be mixed with other messages. I recognize I didn't put much effort into
checking that log; I just didn't have the right state of mind or the
patience to troubleshoot in that way.

In any case, I found some useful hints for solving the problem by
reading the discussion at the URL below.

What I ended up doing was replacing libreswan with strongswan and
disabling MPPE - an IPsec tunnel is enabled. Disabling MPPE was the key
step - about replacing libreswan, I don't know.

The issue is solved for me, though I wish I'd been more "scientific"
about it so I could explain exactly what wasn't working and why. Right
now, I'm not willing to spend more time troubleshooting just to figure
that out.
