Failing debhelper autopkgtests were infrastructure related. Other than waiting for the armhf test to run, the tests look good now.
Lintian built successfully in oracular-proposed with the new version of debhelper: https://launchpad.net/ubuntu/+source/lintian/2.118.0ubuntu1.1 I've just requeued the lintian autopkgtests with the additional debhelper trigger for completeness.
