As the table in [Wikipedia: Quotation mark](https://en.wikipedia.org/wiki/Quotation_mark) shows, there are a lot of languages that use Guillemets, and thus could have this annoying feature (or bug). I have changed the title.
Nice catch that it still works under LibreOffice!
