OK, so I just realized that this bug has open for like 8 years without a response from me, lol.
To answer the question: Yes, the menu that is at the top of that screenshot is the thing that wasn’t appearing. That being said, it looks like this bug has been fixed. I just tried to reproduce this bug in Ubuntu 22.04, and I wasn’t able to (the menu appeared as it should). Additionally, wmgui was explicitly removed from the APT repos for later versions of Ubuntu [1], so this bug is invalid for those versions anyway.
