Yes, the databases I expected to be transferred are in the MAIN cluster, so 
*should* have been set up in the new 'postgresql-16' main cluster;  and 
pg_upgradecluster *should* have changed the ports set for the '14' and '16' 
instances.  Neither happened.

pg_upgradecluster gave me problems after the 18.04 LTS to 20.04.1 LTS;
it ran perfectly after the upgrade to 22.04.1 LTS;
and failed again this time.  
And I still think that bug #2078494 is probably very closely related to this 
current bug (#2081996).

I propose to recreate the databases manually (and therefore destroy the 
evidence!) if there are no further comments in the next 7 days ...
