Oof... Sorry, I missed that.

I don't understand why it isn't offered but that might be some pinning
configuration, 'apt policy pibpython2.7-minimal' should shed some light,
although anyway update-manager does not need to know why.

I do not think that 20.68 will change anything then; rather we really
need an explicit check for attachment, and if it is attached, to
suppress that '(enable in settings...)' message.
