This looks suspiciously similar to a bug I'm experiencing on kernel
6.8.0-40 and 6.8.0-45 (Ubuntu 22.04 HWE) i.e.

- keyboard doesn't work at the Luks prompt
- Logitech keyboard is plugged in (but even the laptop built-in keyboard stops 
responding to keypresses when the external keyboard is plugged in)
- hybrid intel+nvidia graphics

Interestingly, Ctrl+Alt+Del works and allows me to restart the machine.
Sometimes it works the second time.

Kernel 5.15.0-122-generic (22.04 non-HWE) doesn't have this issue.
