I am coming back to this SRU with a fresh mind. As described in https://bugs.launchpad.net/oslo.messaging/+bug/2077107/comments/1 the issue presented here is technically a regression caused by a change of default behaviour introduced in the Wallaby release and therefore the change that was/is proposed for SRU here is changing that default behaviour back to pre-regression times. We have recently had several occurrences of clouds having nova-compute services crash when rabbitmq- server is restarted as a result of the fact that heartbeat_in_pthread defaulting to True in oslo.messaging so it is really critical that that is changed back to False by default and more intelligent way is found to set it to True for wsgi services. Therefore I would to reopen this SRU.
