This particular bug is not applicable for livecd-rootfs, as this is a cloud-init systemd ordering issue. There is a separate livecd-rootfs bug and fix for Oracular only https://bugs.launchpad.net/ubuntu/+source/livecd-rootfs/+bug/2081325 which is already queued for oracular-proposed
