This is expected behavior.

Since /tmp is a tmpfs by default, the default
/usr/lib/tmpfiles.d/tmp.conf is configured with a 10d cleanup age for
/tmp, but it is *not* configured to clean /tmp at boot, because that is
unnecessary for a tmpfs.

If you want to clean /tmp at boot *and* have your tmp.mount override,
you need to also override tmpfiles.d/tmp.conf with appropriate settings
for /tmp and /var/tmp (because both of these are listed in the default
tmp.conf).
