With Virtualbox versions 7.0.16 & 18, saving state hangs at 0% if the USB 
controller is not USB 3
Virtuabox 7.0.19 seems to solve this issue.

Workaround to set USB to 3.0 works but is not always applicable, because
USB 3 is not recognized by all the target OS.
