I am so happy to find this issue, because I suffer from the same problem. 
However I am very surprised to see this issue closed as fixed, when @raffaeler 
was saying that the proposed fix does *not* solve the main problem (and it does 
not solve it for me either)!

So the original, main problem reported here in this issue is (quoting from OP):

After a period of inactivity, the screens get blanked as configured.
When I move the mouse and the screens unblank, sometimes (not always) the 
configuration is changed by mirroring the same content on the two displays. 
Anyway, the display are still configured as extended in the applet.
Trying to change some settings to restore the desired configuration never work.

I have exactly this problem, and it is driving me crazy. The problem appeared 
for me with Ubuntu 22.04, after I changed:
 - Second monitor was set from older HDMI standard to HDMI 1.4
 - Screen resolution was increased from 1920x1080 to 3840x2160 @60 Hz

Prior to that, I never had problems with the displays or their configuration. 
After that change, the problem persists. Here is what I tried:
 - Update from Ubuntu 22.04 to 24.04
 - Change NVIDIA driver from 535 to 550
 - Change NVIDIA driver to nouveau
 - Unplug and re-plug all cables

Nothing helped. I'm using X11 instead of wayland, because currently
VSCode does not support wayland (yet). Not sure if this is related.
