After submitting this report, I ran the following command:

$ sudo apt remove postgresql postgresql-contrib

Removing postgresql (14+242.pgdg20.04+1) ...
Removing postgresql-contrib (14+242.pgdg20.04+1) ...

and

$ sudo apt-cache policy postgresql
postgresql:
  Installed: (none)
  Candidate: 14+238
  Version table:
     14+238 500
        500 http://us.archive.ubuntu.com/ubuntu jammy/main amd64 Packages
        500 http://us.archive.ubuntu.com/ubuntu jammy/main i386 Packages

However, I tried to upgrade again using:

$ do-release-upgrade -p

and it failed with the same error message (about postgresql-9.5).
