Public bug reported:

At the time of filing this report, the latest stable release of Deluge
is 2.1.1. However, the version provided in Noble is 2.1.2-dev0 (i.e. an
unreleased, development version). See here: https://github.com/deluge-
torrent/deluge/tags

'-dev' versions of Deluge are not whitelisted by a number of prominent
private torrent trackers. This means that upgrading to 24.04 currently
breaks Deluge's compatibility with various private trackers. As such,
the inclusion of a '-dev' version of Deluge in the latest LTS release
has a serious, and immediate impact on the stability of Deluge for users
that upgrade to 24.04.

Some private torrent trackers use client whitelists as a means to
prevent unapproved and/or vulnerable clients from joining their swarms.
In general, it can be assumed that development versions of torrent
clients will violate at least some tracker whitelist rules. As such,
'-dev' versions of Deluge must never be included in an LTS release.
