Update - my report was mistaken - I was using different commands (unzip
rather than ls) without realizing their behavior differs depending on
whether the file is a directory, zip file or duplicates present in the
directory.

I recreated the same exact situations and looks like this isn't actually
an issue, it was just differences in the directories I had. The deletion
of apport tricked me as I opened a new terminal window to retest (which
had a different directory with less files).

Please close this issue as not a bug.
