Thanks for the bug report. Please try these separately in /etc/default/grub:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash fsck.mode=skip" or GRUB_CMDLINE_LINUX_DEFAULT="quiet splash fastboot" then: sudo update-grub and reboot. Do either or both fix the problem? My theory (originating from bug 1970069) is that Plymouth waits for filesystem checks so it can render status messages on screen.
