Public bug reported:

Bind 9.16 has a dnssec-enable directive in /etc/named.conf. In 9.18 this
directive was removed:
https://kb.isc.org/docs/changes-to-be-aware-of-when-moving-from-bind-916-to-918

On servers with Ubuntu 20.04 it results into bind9 not being able to
start after update to 9.18.
